From 1 August 2025, the Employees’ Provident Fund Organisation (EPFO) now mandates that all new UAN allotments (i.e. UAN generation) must be done via Aadhaar-based Face Authentication Technology (FAT) using the UMANG mobile app. This replaces the employer»‘driven process for the vast majority of cases. Only three categories remain exempt and will continue to use the employer portal:

This comes under EPFO Circular No. WSU/MemberProfilePt1/E»‘965649/2025»‘26/22 issued on 30 July 2025, which updates the earlier April 2025 circular (WSU/MemberProfile/E»‘710137/2025»‘26/17) that had made FAT an optional method for UAN allotment and activation.
What This Means for Employers / HR

Post»‘31»¯July, Employer / HR team must not generate UAN via the employer portal for regular Aadhaar-holding employees.

Those employees must self»‘generate UAN on UMANG (via Direct UAN Allotment) following FAT scan — mobile inactivity or delay could lead to compliance issues.

Exceptions must continue under the employer»‘portal method and be tracked separately in internal logs for audit clarity.
