The Ministry of Labour & Employment has officially announced the Employees’ Enrolment Scheme, 2025 (EES-2025)—a special six-month compliance window that allows employers to voluntarily declare and enrol eligible employees who were left out of EPF coverage between 1 July 2017 and 31 October 2025.

The scheme aims to expand social security coverage, encourage voluntary compliance, and help establishments regularize past defaults at minimal financial and legal burden.


🔍 Key Highlights of EES-2025

One-Time Compliance Window

  • Valid from 1 November 2025 to 30 April 2026

  • Declarations filed after 30 April 2026 will not be accepted.

Which Employees Can Be Declared?

Employers may declare employees who:

  • Joined between 01.07.2017 – 31.10.2025,

  • Were eligible for EPF but not enrolled,

  • Are alive and currently employed on the date of declaration.

Major Financial Relief

  • Employee’s share of PF contribution for the past period is waived (if not deducted earlier).

  • Employers must pay:

    • Employer’s PF share

    • Interest under Section 7Q

    • Administrative charges

  • Penal damages capped at ₹100 per establishment (EPF + EPS + EDLI combined).

Simple Online Procedure

  • Declaration through EPFO portal only

  • Face Authentication–based UAN creation via UMANG App

  • ECR filing linked to TRRN generated during declaration

Eligibility

  • All establishments—whether already covered or newly covered—can participate.

  • Employers facing inquiries under Section 7A, Para 26B, or EPS Para 8 are also eligible.

Employees Who Exited Earlier

EPFO will not initiate suo motu action for past exited employees if:

  • All existing eligible employees are declared, and

  • No dues remain unpaid for employees whose PF was deducted.

⚠️ False Declarations

Any misrepresentation renders the declaration void ab initio and attracts penal action.
